The first decade of the new century proved to be a deadly one for many children and young people in the United States. Despite increased policing on the streets, higher rates of incarceration, harsher sentencing, stricter control of illegal drugs, and attempts to reduce access to firearms, FBI reports show that more than 7,300 young people between the ages of 15 and 29 were murdered in 2008 alone. It’s clear that traditional crime reduction strategies have not stemmed the rising tide of homicides perpetrated by and upon one of society’s most vulnerable populations. This work compiles experiences and lessons learned in meeting the unique needs of women and children regarding crime prevention and criminal justice, in particular the treatment and social reintegration of offenders and serves as a cross-disciplinary work for academic and policy-making analyses and follow-up in developing and developed countries. Furthermore, it argues for a more humane and effective approach to countering delinquency and crime among future generations. In a world where development positively depends on the rule of law and the related investment security, two global trends may chart the course of development: urbanization and education. Urbanization will globalize the concepts of “justice” and “fairness”; education will be dominated by the urban mindset and digital service economy, just as a culture of lawfulness will. This work looks at crime prevention education as an investment in the sustainable quality of life of succeeding generations, and at those who pursue such crime prevention as the providers of much-needed skills in the educational portfolio. Adopting a reformist approach, this work collects articles with findings and recommendations that may be relevant to domestic and international policymaking, including the United Nations Studies and their educational value for the welfare of coming generations. This publication is an initiative of the European Forum for Victim-Offender Mediation and Restorative Justice, and results from its first conference which was held in Leuven, Belgium, from 27-29 October 1999. The first six chapters consider victim-offender mediation and restorative justice from a more theoretical point of view. These analyses of theoretical, legal, policy, ethical and societal aspects of mediation and restorative justice have been written by well-known scholars in this field. The second part of the book consists of overviews of the situation with regard to victim-offender mediation in the eight European countries in which it is currently the most developed (Austria, Belgium, Finland, France, Germany, Norway, Poland and the United Kingdom). For these last chapters, a multitude of information was collected in each of these countries, and this is presented and analysed comparatively. The following topics are discussed for each of the countries: the history of victim-offender mediation in that particular country, the legal context, policy and implementation, the number of programmes and the way they function, the practice of mediation, the number and characteristics of cases, evaluation and research, and finally challenges, obstacles and expectations for the future. This is probably the first time that such extensive reports on the practice of victim-offender mediation in Europe have been brought together in this way. In publishing this book the European Forum is seeking to contribute to the realisation of one of its objectives, namely providing people all over Europe - and beyond - with information on victim-offender mediation and restorative justice in other countries. Millions of pounds are spent every year trying to tackle human trafficking, modern slavery and child sexual exploitation. These are apparently threats perpetrated by ‘criminal masterminds’, spreading at a dizzying rate and approaching epidemic proportions – or so the story goes. Amid all the bold rhetoric and sweeping claims, there is very little robust research to help understand these problems and inform evidence-based policy and practice. In this book, readers are invited to delve inside the murky world of human trafficking. It focuses on the internal (domestic) trafficking of children for sexual exploitation.
