Recent research, however, seems to point to a limited recognition of this potential in local policy-making, culture becoming increasingly linked to aims of economic repositioning. But which aims are exactly involved here? Are we indeed facing a new dominant (and unilateral) approach to culture in Western European cities, leaving the full development potential of the field unexplored? And why might this be the case? Through case studies of fashion in Antwerp, Milan and Amsterdam, the changing strategising of culture in local development (since the 1980s), is linked to the search for new governing arrangements between public and private (cultural) actors within the cities. There has been much written on the new creative economy, but most work focuses on the so-called 'creative class,' with lifestyle preferences that favor trendy new restaurants, mountain biking, and late night clubbing. This 'creative class,' flagship cultural destinations, and other forms of commodity-driven cultural production, now occupy a relatively uncritical place in the revitalization schemes of most cities up and down the urban hierarchy. In contrast, this book focuses on small- to medium-size post-industrial cities in the US, Canada, and Europe that are trying to redress the effects of deindustrialization and economic decline through cultural economic regeneration. It examines how culture-infused economic opportunities are being incorporated into planning in distinct ways, largely under the radar, in many working class communities and considers to what extent places rooted in an industrial past are able to envisage a different economic future for themselves. It questions whether these visions replicate strategies employed in larger cities or put forth plans that better suit the unique histories and challenges of places that remain outside the global limelight. Exploring the intersection between a cultural and sustainable economy raises issues that are central to how urban regeneration is approached and neighborhood needs and assets are understood. Case studies in this book examine spaces and planning processes that hold the possibility of addressing inequality by forging new economic and social relationships and by embarking on more inclusive and collaborative experiments in culture-based economic development. These examples often focus on building upon the assets of existing residents and broadly define creativity and talent. Global cities are defined as local nodes of the corporate service sector and the cultural economy, which are associated in a global network. Following this, an in-depth analysis of Hamburg’s performance on the economic and cultural dimension will be provided in order to clarify its global city status. It will be innovative in two respects: Firstly, it will provide an incorporation of both dimensions (economic and culture) into its analysis in order to provide a more comprehensive and less biased estimate of a metropolis’ global city status, a practice that has not been conducted in the literature so far. Secondly, it will apply this dualistic approach to the city of Hamburg. Even though it is the second largest city in Germany (according to population numbers), Hamburg has not yet been subject of detailed investigation by global city researcher. In a SWOT-analysis the strength, weaknesses, opportunities and threats of the producer service sector and the cultural economy are outlined in order to determine their basic situation; the sectors’ integration in the global networks are discussed mainly on basis of the Globalization and World Cities Studies Research Network (GaWC) dataset and the data generated by Kratke (2010). By linking the local conditions with the global perspective on both sectors, the not fully developed functional status of Hamburg as a global city becomes clear; it is a global city ‘in the second row’. Derived from this finding, recommendations for a better involvement in the global networks are provided.
